From what my team was able to recover, it's the only way the system can determine the right to use the Moon Cell in order to bestow any wish, even if said wish is to alter the world entirely.

She doesn't know what the Moon Cell is, but assuming it exists to actually grant wishes, it hopefully wouldn't distort them due to corruption like the real Grail. By placing restrictions on the technological development of the world, they're actively damaging everything we've fought for. Withholding information should be criminal, but it's easier to rule people through ignorance. What they don't know they fear and so by forcing twenty-first century technology on them, the world can't advance any despite the limitations and therefore they control about sixty-percent of the world's resources.
If given the opportunity to make a wish with the Moon Cell, there's no doubt they would increase their control.

No, I don't think she even knew what she was doing. Being thrown into something like that without any prior knowledge while all of the other participants willingly accepted is terrible. She just wanted to survive while we all wanted to win.
